RNG or Intentional limiting character progression?

I have just created a new Hunter this last weekend on saturday. I was able to reach lvl 30 till yesterday, with the potential to hit 31 with some xp grinding. Silly me thought: "Hey why not doing a raid to get that 36 light level gear" So I did a normal raid. Got just energy and shards. So I did a hard raid. Got a pulse, a fusion and an automatic rifle. NOT A SINGLE PIECE OF GEAR OUT OF TWO RAIDS! Here is my theory: They want us obviously to play as much destiny as possible. We want that good gear and the good weapons from the raids. Since the drops in raids are based on essentially luck or good will of the rng gods, we have no influence on character progression. But they do. I believe Bungie/activision created the rng system so that they control your rewards. In order to ensure that the majority of players are still missing that one piece of gear to get to max level. How many are still missing a black hammer or the hunger of crota or what not. This is not randomly generated bad luck. They reduce the chances of that last missing drop so that you still keep chasing after it and keep logging onto destiny. btw, I did the VOG 24 times without getting the last chest piece to get my first hunter to reach lvl 30.I never gotten it. I was so frustrated I deleted it. I know at least two people that had the same experience. I have done crotas end raid with 3 chars. per week usually both on hard and normal and I am still missing that hunger of crota launcher. For the expansion in september or destiny 2 in 2016, I want a better - fair loot system. Give us tokens from each completed raid and we can use them for gear or weapons. It is our effort, or time we spend - we should be in control of our character progression. NOT THEM Agreed?
