A solution will be to require 3 tags be attached to every thread. The default forum tag and then 2 user created or popular tags. This way, a thread doesn't just end up in the forum itself with no description.
Step 1: Select a forum (Off Topic/Gaming)
Step 2: Add 2 to 6 tags to describe your thread (#politics, #nintendo, #swimming, #music, etc.)

I don't understand why this wasn't implemented in the first place considering the forums not heavily rely on tags.
