Some Cheater created tons of chests in Sorrows Harbor

As the titles says. But what is the reason behind it like do they want people to get banned by opening them or whats the intention, have you seen anything like this before? Sadly I don't have the name of the person there only was one person on ps4 on the lobby when I joined.
