Everyone wants Tier 5 weapons and whatever. Are Tier 5 weapons power creeping exotics? If no then whatever Would making exotics Tier 5s by default make them more relevant for our loadouts? Or would that push exotics into being broken? If Crafting gave us superior perks and tiers give us superior perks. And we can craft some exotics… then wouldn’t it stand to reason that our exotics should get superior perks? So why not make them by default Tier 5s? They are exotic after all. So why allow them to get outshined by legendary weapons that are an entire rarity inferior to exotics?
