Pretty certain that it is a known issue and has been since June of last year, and unfortunately Bungie has not provided any sort of updates to this isssue.
I worry that these will become just another quest item that is stuck in players inventories just like the Awoken Tokens from the Wishender quest.

Personally I think that because it doesn't effect actual gameplay in any way then Bungie will not bother actually doing anything about it. The same with the blinking vendor icons and the subclass unlocked popup.

The one bug that has gotten the best of me is finding the final companions lore book. I've searched high and low, been to every memory and have no idea how to get that triumph and last lore for the companions lore book. Hopefully Bungie can let us know if it exist or if it's just bugged and unobtainable.

I completely forgot about that one. I seem to remember spending a couple hours going through each of the memories to try and trigger the completion without any luck so I just gave up on it. I don’t think even Bungie has ever acknowledged it being an issue.

They have never denied it either as far I remember either, potentially still time gated or bugged. Supposedly there was a secret quest from Micah but during echoes Bungie removed it from the game, at least that's what I've read on a Reddit post about it.

Bro same. Companions and Rubicon are the only lore books I have incomplete. Rubicon mostly cause I believe you only get the drops from a red chest run of salvations edge and I just do not want to deal with verity lfg. I'm not counting the guardian rank ones cause I will never reach rank 11 so that one will forever be missing.

For Rubicon I believe you have to do the encounter triumphs and or challenges, then at the beginning of the raid find the symbols for the red borders puzzle, 1 3 5 are for red border and 2 4 are for mods and lore. Also the apples along the way, collect all of them and do all puzzles in one run should get you Rubicon lore done. Keep in mind it does not Need to be one run. Not entirely sure how accurate my info is just going off my memory. Enjoy D2 Guardian 🍻
