50% win ratio in comp means you're in your proper division. Anything greater and you're bloating your KD, and will be considered a booster. Anything less and you might want to stop playing shooters.
It's in casual playlists where the 50% win ratio doesn't matter as much, yet you should still always try to keep it balanced. A properly balanced game maintains both win ratios and KD in a team.

He wasn't saying the best players should have a high win % and lower skilled players shouldn't. The way in which he was describing the system aims for the 50% mark not through competitive matches, but by matches that are not really close at all in either way win or lose. I can't speak for if what he said is true, but, this is also what I experienced all the way through the ranks to ascendant 0. One team is always clearly stacked compared to the other. It doesn't help that on my host, I recognise most of the people I play and can usually predict before the game begins if I will win or lose. Again what you said should be the case, that teams are balanced correctly and each game is close, with the outliers being the run away wins/losses, not the other way around, so win rate should naturally be 50% averaged over time.

That's why I posted TL;DR before hand. So people can look at it and go "he didn't even read it!" Intentionally matching for a 50% win loss is not good.
