Can't access it either still in 2024 november, what is going on is this like a funnel trip of money thats giving you no content access?

I am having the same issue and bought mine on PS5. I tried to restore my licenses, deleted and reinstalled the game, made sure the console was up to date and my console was the primary and still don't have access.

There are no error messages and when you go to the season pass it just asks you to "get season pass"

The season pass is still locked for me other than the free track and I bought the deluxe edition of final shape. Apparently other people are having the same issue but I can’t figure out how to fix it.
