I think starting events would be a good start. Set up something like every Tuesday a xx time we run the weekly heroic. On Wednesday a xx time we run nightfall. On Thursday at xx time we run vog or CE. Krugen666 was talking about putting together a morning raid/strike team as, due to work schedules, that's when we play.
We should also post requirements for such activities, this could act as an incentive for new, lower lvl clan mates to level up. For instance to run the vog one must be lvl 28. Or to run night fall one must be lvl 30 etc.
Lastly, we could have fore team competitions like which team can run devil's lair fastest on the lowest lvl or hardest level. Or we could public event farm.
Just some random ideas.

Edit: While I understand that some people might not have mics I do think they should be semi required. By that I mean, the vast majority of people in these events should have mics. For instance, if running VOG at least 4 of the 6 must have mics. They are essential to communication and team okay in general.
