I read a more detailed article that said it had to be purchased by January 15th by 1am. I redeemed the code and talked to "customer service" before midnight and the operator told me it was a known Xbox issue that they have been working on. If it wasn't for that I would've been able to make the purchase well before the cutoff of 1am.

Correct, 1am PST is 3am CST which is the zone I am located in. By 12am CST I had tried multiple times to purchase the expansion pack.

No. 1Pm pst = 3pm cst

The article says 1am on Jan 15th

Unfortunately, the deadline expired, and Bungie does not hand out items for any reason. This is one of the dangers of waiting until the last minute (a fact I learned hard with college projects at times!). The sparrow offer began on November 18th.

Right and I wish I knew about it then so I could've avoided this whole mess. Not to mention that we are all just letting Bungie's sorry excuse for customer service just walk all over us. Many of us paid $60 for the game and $20 for the DLC. This is absolutely unacceptable. I love the game FTR. But for a company to think it can treat its customers like this blows my mind.
