I get what you're saying about the playing 3 strikes to buy an exotic and I understand why that can upset people, but Xur is not an issue.
Perhaps the pricing of his items, but the inclusion of Xur is a positive not a negative.
With RNG people can play raid after raid, nightfall after nightfall and luckily receive an exotic item (no one earns it, it's all RNG) or you can be equally unlucky and not receive an exotic at all. Again it all comes down to RNG.
The Carrot dangling is still there for Xur. You have to complete activities in order to EARN coins, just some get lucky and get items as a drop. For those who've earned coins though, it's rare that Xur sells anything truly amazing (barring IB). The promise that Xur may sell something great is enough to keep people playing and saving their coins. So Xur is definitely not ruining this game.
Again, maybe his prices are too low for the whole community, maybe he needs his prices jacking up a little to make them a little bit harder to obtain.
This is all just my opinion, and at the moment I think the whole dynamic is working really well.
