Yeah. They are perpetually content with themselves and their environment. Their other emotions aren't suppressed, but the return to a happy state.

Putting the word "perpetual" before the word "content" does not increase the level of fulfillment of contention. I have interpreted this to mean they are indubitably content with themselves, their environment, and their lives without alteration. The simply perceive and accept. No exuberance. Which seems pretty accurate as is.
