This was my theory on crucible rng: players who lead their fireteam and get the top score are considered "all set" by RNGesus. Meaning the best players don't need rewards really because they're already good.
The bad players... The players that try their hardest but get swamped on... The ones that are at the bottom of the fireteam, are considered "in need". Meaning the worst players need more rewards to help them along the way to getting better.
The crucible is for unskilled players to gain skill. It's for the bad to become better. It's a training ground, simply put. The iron banner and the upcoming trials of Osiris are for the best players to compete against each other. Think of it like a championship type tournament thing. Where your rewards are iron banner gear and weapons, or the elusive fate of all fools exotic scout rifle in the trials.
If you're already good at crucible, the game can see that. Hence why weak players get good shit. I hardly ever get good rewards because I usually place in the top 3 on my team. That's my reward. Being good is a reward in itself. Embrace it.

I'd be fine with this plausible system if Iron Banner and Upcoming Trials of Osiris were a full time thing or maybe even a Xur kind've thing. But because they aren't and the Crucible is where a lot of people play endgame, the reward system just doesn't work.
