I do not feel that this particular Exotic should be sub-par; especially when considering the difficulty of obtaining it.

Yes it is a raid weapon but first and foremost it is an exotic. It should at least become upgradeable to match the other exotics although Id prefer it to be stronger. It would give some motivation to play old content and keep VoG relevant.
