What is your average latency? Packet loss percentage? Modem signal strength both up/downstream? Signal noise? Modem brand/model? Router brand/model? Port settings? Static IP? DHCP Lease?
If you don't know this information you can in no way speculate as to whether or not your internet connection is the problem. Upload and download speed mean very little here compared to consistently low (read no) packet loss and low average latency.
Use pingtest.net to test packet loss and then compare results to the built in network diagnostic tool on your console.

my packet loss raid is never over 5% I rarely see it at 1% my port settings is set up the way Microsoft and bungie recommend my signal strength is 100%. the rest of the info I would need to double check but I know its set up correctly :)

There is no such thing as signal strength being 100% so my guess is you don't know what yours is. Both upstream and downstream signal fall within a necessary range. This is not your wifi signal, this is the signal your modem is receiving from your ISP. Which port settings did you use from Microsoft? What brand/make is your modem? What brand/model is your router? If your modem is a router combo and you have a second router did you properly bridge it and open the ports for it as well? Rather than getting upset and blaming Bungie it would be far more productive to get your actual home network in line. If you don't know or can't find the exact answer to each of my questions in my first post feel free to message me and I'll try and walk you through some troubleshooting steps. No sense in messing with ports or IP addresses if your networking hardware/set up is the problem.

I have all ports open that bungie and Microsoft has listed to make sure I don't miss any. my modem is a combo with wifi built in. I am to lazy to look up the model as for the signal you should have been more clear. as for my packet loss its always at 0% once in a while it will go to 1% but I have never seen it over 5%. I don't have another router hooked to my modem/router combo.

My guess is you have a DHCP lease issue with your modem and a static IP is not properly set up (if it is set up at all). I apologize for not being more clear about signal strength. I assumed that based on your claim that you knew Bungie and not your network was the issue you would have already had this information on hand. If you looking for help please get the signal strength numbers, signal to noise ratio, modem/gateway model, and average latency over 300-1000 pings to a known good address. Most if not all of this information can be acquired by typing your gateway IP address into your browser window.
