If you're in Aussie, call PSN support/store you purchased the game from, cite "I'm invoking my rights provision by the Australian Consumer laws that the product should do what a reasonable customer expects to do. Not being able to play the expansion pass is a violation of that expectation. I hereby request a refund inline with my rights."
I did that. They complied. Remember that you must ask for your Case Number before you hang-up. You should also sound record the conversation from the time you dail the number. If they reject your refund claim, just tell them you will inform ACCC with the recording as evidence of consumer law violation.
That worked for me in getting Sony to refund. At one point they told me to call Bungie and Activision at which I told them that I have voice recordings that refers back to Sony. Also Australia Consumer Law, states that the store which you purchased the product from is responsible for the refund.
Just be nice when asking. :)
