Here's the issue with Bungie saying "you existing Legendaries won't become obsolete:

Many, many of your players came to Destiny for the PvE. On the PvE side, the new damage max is 323 damage. Current Legendary weapons will only ever hit 300 max damage.
So, following the bell curve associated with base damage over time, critical hits, and damage modifiers (such as elemental damage); your Vault of Glass Legendary weapons will no longer be as efficient nor will they be the "best weapon" to use.
That's the text-book definition of obsolete.
While at the beginning of the DLC, sure your VoG Legendary equipment might be sufficient, albeit with more shots needed to kill a target. But in the new Raid which is set at level 30 for Normal mode, those weapons are going to seem like you're firing harsh language at your enemies rather than ammunition. We are [u]forced[/u] [u]to[/u] upgrade to keep our characters relevant to the growing challenges.
However; the Raid weapons from the Vault of Glass were supposed to be some sort of special version of Legendary weapon. That's why they come with the best Perks that work in harmony together, and elemental damage on Primary Legendary weapons.
If the Vault is supposed to be one of the hardest challenges in the game (and it was), and the weapons you can only receive from the Vault are supposed to be some of the best weapons in the game (and they are); then why not allow us to carry those Vault of Glass weapons throughout each new DLC, and also give those Raid weapons the ability to be upgraded.
They are, after all; a special type of weapon/armor that separates them from other Legendary equipment, allowing vault of Glass weapons and armors to be upgraded to the new maximum only makes sense. This should be added in quickly.

Basically when everyone is level 32 from dlc raid gear and the iron banner rolls around, what's going to happen to people who haven't purchased the dlc? They won't be at the max level. So automatically they will be at a disadvantage. While the iron banner is not a main feature of the game, you'll basically have to pay money to be able to compete against players of equal skill. I don't know why but that just kinda bugs me. Even though I have a season pass I still don't like it.

Well seeing that only raid gear will be locked out for people who don't have the DLC and the stuff the new NPC brings (maybe?), nothing will happen to them. Thy can buy the new Vanguard and Crucible gear that should put them into 31. Not counting thy can use the new exotics as well. So it will be like right now with 29s VS 30s.
