I've been thinking about it, and I think a more reasonable way to go is simply have Xur add an upgrade node for 13 strange coins. The node will require xp and an exotic shard, but your progress won't be reset, as someone else already suggested.
This way, people who have put time into their exotics spend just as much as any player would to buy an already-expanded exotic as Xur, but won't lose their progress.
So 20 strange coins all told. That's almost a week's worth of weekly heroics for most high-level players. Seems fair, and prevents us from maxing more than one or two exotics a week after the DLC drops.
I feel like this satisfies the desire to extend our gameplay, while still requiring that we put time in to have the most powerful gear.
In the meantime, I guess it's time to grind the hard raid for that last helmet I need and get all my characters to 30 with full raid armor, since I'll likely reset my favorite armor pieces.
