You nailed it. MMO style games are about progression. Build your gear and progress to new content. Not erase the work you did.
Also consider this Bungie, you screwed up with the lack of initial content. If the Dark Below content was actually included in the original release, you could of waited 6-8 months to release a new DLC. This gives players time to absorb the gear switch hit you get with level cap raises.
It's only been 3 months and most people barely got use to their exotic gear and some are still trying to get 30 gear. You basically didn't give players time with their gear. But because of the lack of content, you had to push the Dark Below DLC that was already on the disc.
Solution?
Just release another 30 raid or two. New pvp objective based maps(capture the flag?) with new gear. New level 30 gear, options to switch current level 30 gear. No one's pissed and continues to build their legend.
But that's not what we're getting.
