We should only be able to reforge certain reward weapons and armor, mainly raid armor and weapons.

Most legendaries in the game you can buy and they all have a set skill tree and the only way to get the same weapon with a different skill tree is by drops and engrams. This makes the weapons from drops feel more unique and you feel a little more special because you found (found not earned!!!) a certain gun with a specific skill that no one else can just buy. If you could just buy any of the legendary weapons and reroll their skill's then they lose their uniqueness. Yes it'll still be random and you'd probably have to reroll multiple times to get a setup you like or desire, but then everyone can just do it with the basic weapons you can just buy. I believe you should be able to do this for raid gear thought because of the rarity it actually is. It takes multiple attempts to get armor and weapons in the raid. I've seen people go through it 10 times and only have 2 pieces of armor with 3 copies of the shotgun. What's even worse is getting a piece of raid gear that's all strength (or a stat you don't like) and not being able to do anything but run the raid again and again. The raid weapons are in the same boat because they always have the same skill tree. How awesome would it be to get a VoC with firefly or something! Raid gear is something that always has the same skills and stats (except armor intellect, discipline, and strength) and it would just make sense to be able to reroll these stats. Getting raid gear is just the luck of the roll yes, but doing the raid is not luck (not really hard anymore though lol) but you still have to play it over and over to possibly get armor with stats you don't like, and weapons that has the same skill trees as everyone else who has it. I'd love to get rid of the full auto on my VoC for for almost anything else! In short stuff you can buy should only have the chance at being unique from random in world drops, as where things that are specific to drops for certain actions should either have a random skill tree upon drop or allow us to reroll for another setup. I left out exotics because they have a specific skill tree connected to their lore.... even if bungie keeps -blam!-ing them up....
