It does not. The Expansion Pass on the 360 is part of the Destiny Digital Upgrade program and only works when purchased for the 360 and then downloading on the XBOX ONE.

I don't suppose there is any way at all to refund my purchase of the ONE version so that I can re-purchase it on the 360? Because I'm not shelling out another $35....

I am sorry, you would need to contact Microsoft about a possible refund. Bungie does not handle purchase or refund transactions.
