Its not "you will get 1 every 50 times"

There's certain factors that can influence how a coin lands though, so factor that in.

pretty much... the guns they want to be rarer are "weighted" differently in the rolls. So one might be 2%.. another 30%... But one person might get 2 of the former while never ever seeing the more common one. You asked how these drops can happen. Was that a serious question? Or was it just a passive way to tell them to change it? If its the latter reason then its not very clear.
