I see the report system as a way to handle this. If you get reported for inactivity, that game should get stamped of some sort in your stats. 10 reports (enough for 2 raid groups to have dealt with) and you get a week ban from matchmaking services across the game.
Then if you get a ban purely because people wanted to be asshats and report you even though you were playing, you could refute it with Bungie and they could check the games that are stamped from reports and see if your stats actually reflect inactivity.
Repeat offenses can be met with longer mm bans. Or 2nd or 3rd offense could be no loot drops/rewards for a given period as well
Also this scenario:
You, player 2, player 3
Player 2 goes afk, you message player 3 to vote to kick him, turns out they're buddies and decide to vote kick you.
Yeah and in a fireteam of three you'd still need the second vote. Which wouldn't work with 2 afk-ers, or if the other person doesn't join your actual Fireteam/party so you can tell them to vote, or when they don't look at messages from people they don't know.
Vote to kick sucks and Gta O is evidence of that.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
