Regarding the carryover of current characters they'll have enemies and environments scaled based on level like what they have in guild wars.

Can you expand what you mean. Are you talking if they did this or what. Just trying to understand your take on things. Like it so far but I am missing the depths of what your aiming at.

Yeah sure. So far the one thing that's been consistent in their pvp is their desire to make it fair for everyone regardless of level or experience. We already know based on past interviews that our characters will transfer over but it wouldn't work with the new story if a level 30 could run through the story and destroy all enemies due to enemies being a significantly lower level. It'd make for uneven experiences between new and returning players. So what they'll likely do (I'm assuming based on my experiences with guild wars) is have enemies in instances scale to your level. So a new level 5 running through it would face level 5 enemies whereas a returning level 30 would face level 30 enemies. It'd serve solely as a balancing mechanic.
