Destiny 2 will allow them to entirely rework the mechanics of the game and add new types of experiences that aren't achievable in the current architecture.
I would much rather have a new game than an expansion so real improvements can be made. Just so long as my character will transfer I am all good with it.

Why would they rework the mechanics of the game? And why would you need a separate game to do that?

Because they always do with a sequel. Like Halo:CE to Halo 2 tons of differences like dual wielding, health regeneration without pickups, vehicle boarding, better shooting mechanics. These represent fundamental changes that cannot just be tacked onto an existing system. If Destiny 2 does what I hope it does: A more open world Dynamic missions that can be activated from patrol More varied mission types Fun new crucible modes Tons more customization Then it would be easier to build those in from the ground up than trying to add them in with patches.

Honestly, from everything I've seen and heard about the game engine, that shouldn't be necessary. The world already loads in chunks, so it's ready to dynamic from patrol mode. The fact that we already interact with the surface before we delve in a mission which instances off in Darkness Zones means that type of functionality is already there. Crucible playlists do not need a whole new game to support them. They could easily (relatively speaking) add them to the existing game. Storytelling they could also do within the confines of the engine. The first and second missions clearly show that, even if they didn't really do much with it. Varied mission types and goals/objectives could be presumably be patched/scripted in relatively easily. There is no huge mechanic change that you mentioned that cannot be handled already in the existing engine ... That's part of why it took them so long to build it. The biggest problem Bungie has is authoring content (story, missions, events) and communicating with their community. The rest is very doable.
