The only problem is, many people won't come back to Destiny if an expansion alone is added (albeit an expansion equivalent to a sequel) if they've left the first game behind for whatever reason.
A numbered sequel serves as a clear breaking point from the first game, and gives Bungie a chance to clearly say that they've learned from the past (hopefully they will) and encourage people to maybe give them another chance. It would also let Bungie focus on the newest generation of consoles and hopefully make better use of them if the Xbox 360 and PS3 are left behind.
