He's also failing to mention both the follow-up statement from Bungie that same month reminding people that the E3 Demo was a stand-alone, one-off rough build made specifically for the event. As well as failing to show examples other times in Bungie's past were they have done the same thing. The Halo franchise also had early, prelaunch content that was shown off for marketing purposes and never used in-game. Much of that lost in time because the Internet was still young back then.
