Yes they can return items you lose or have not received, they chose not to. Take Warframe for example not just me but other player would not get an item, we would send a support ticket for what ever we lost or never received they can track what you actually have, just like bungie can track what we have, it would take some time but we get what we have not received. If a game like warframe and I'm not sure what other games do this or not to say they can not return a lost item is not impossible. Just like they are able to do patches to fix things they are able to return things to your account.
You have no proof that you actually bought the item and I doubt that Bungie keeps track of all bought items best thing I can say is that it sucks to be you
Actually Bungie has immense data tracking from what I understand. They can see if coins have been spent and on what. The information is instantly transferred to be read on the app as well so that they keep parity.
As for rewards, well if you note down what days and matches you received them then sent it again I'm sure they could help you.

Bungie's policy is not to restore lost or deleted items. They may be able to track items, but that doesn't mean the ability for support staff to issue items has been added.
Although this is for deleted, it also applies to lost items, as well as other services Bungie do not offer.
