That's not an exploit. It's strategy. An exploit is something like clipping through a wall so you can't be hit or glitching through to access locked areas to see them. I could give more examples of an exploit. But I don't feel it's needed.
Using terrain and cover while holding down a choke point is NOT an exploit.

But you are not holding down a choke point… the reset range of the AI does that. The Fallen Tank in Devil’s Lair for example does not engage you if you are on the building’s roof on the left far side of the map (don’t get picky there more spots I know). It simply stays there and you kill it without something fighting back as you are even out of range of any adds in this fight. Calling that “a strategy” just doesn’t sit right with me.

I disagree entirely, why do you think they have missiles designed to hit targets half way around the world. The best strategy is the one that is easy to execute and has no risk of loss. While this might not be a fun way to play the game does it matter if your goal is to win?

It doesn't seem right, but if you think about it you're just being smart with your weapons and using their maximum range to your advantage, but I do see your point as it seems to easy.

You're both right. To exploit something simply means to take advantage of it, unethically or unjustly for one's own ends. Exploiting the AI's limitations is part of the overall strategy, I don't really feel exploiting the AI in this way is necessarily a bad thing, as you're not breaking any of the game's rules.
