Because there are no volume options in the game and there are in party chat. That's why.

  • The headset connecter on my controller has volume buttons which work in both cases?

Nope. There is no way to turn down the game volume and up the player voice volume in game. It's all or nothing. Party chat let's me adjust game audio independently from chat audio.

  • But that is exactly what I have been doing from day 1 of having Destiny. My stock, included-in-console-box headset has volume buttons which turn ONLY the chat volume up or down, and then I can separately adjust the game noise from my AV receiver.

  • Destiny's in game chat does not have a separate audio function. It's all through a single source. Maybe your headset adjusts the mixer to better amplify their voice over other sounds but destiny has no built in options. So while it may work for you, many don't use the same headset. and so party chat is a place where everyone can hear everyone. (Note I am on PS4, but my room mate has the same issues on xb1)
