It's possible, I'm sure my brother said he his the crit spot on it for 26k whilst doing nightfall, he was using Ice Breaker.
And I've hit Vex Goblins in crit spot for 15k the week before again using Ice Breaker

That's true I've hit pretty hard with sniper rifles and rockets but with a scout rifle? Plus when I did it I think I was around lv 15
