It's raid gear. Raid gear is always the strongest gear in the game, at least for PvE (this is actually essential - for PvE at the least, the gear MUST be superior to other gear, because that's a fundamental requirement for raid progression). Many MMO's deal with this problem by introducing a PvP stat - something that makes gear more effective in PvP and only PvP, but that has a tendency to make your PvP very gear dependent. So it cannot be universally nerfed. Activity-segregated nerfs are a possibility, but often a poor choice. Perhaps it's worth looking at whether or not the current degree is too much, but certainly the weapon should be more powerful than others.

  • Sure, yes. It should be powerful, but not unbalanced. It is a broken weapon; there is no reason NOT to use it in PvP because you can always win in a firefight.

    Like I say, it may be worth looking at whether the current advantage is too significant. There will probably need to be some kind of gear train for PvP players, of as significant a barrier as raiding, but I rather suspect they'll end up using the Iron Banner for that.

  • Quite possibly too powerful, but I can't draw a conclusion from a video (honestly, I'd have to get my hands on the thing to analyze it, or at least have a lot more information) - however, the time frame to get a kill isn't out of sorts for it's weapon type (pay attention to the video - it's a Fusion Rifle). It is certainly easier to use and harder to counter than a standard Fusion Rifle, though, because you don't have the charge time (which lets a player dodge if they notice it charging). I have a goalpost issue with your edit, however - the special weapons are generally more powerful than the primaries, so primary weapons are the wrong point of comparison.
