I can confirm this.
By what I could establish, the rare crafting etc. rewards from public events drop only if you get the Vanguard Marks. Once you cap the marks, no more rewards of any sort except the first gold daily. This seems not intentional.

That makes sense , ive been having the same problem all day and ive been maxed out all day as well

That would make sense, but my vanguard marks are not maxed for this week yet so why then would I not receive the rewards, unless it's a serious glitch

Well, there goes my theory then. Either way, they do just seem to stop at some point.
