He (and by he, I mean both parties) wouldn't have to cut military if Republicans were not so bent on supply the military with shit it doesn't want.
Guess what? The US military doesn't need to refurbish all of those Abrams.

Do you know how the government in the US works? The President doesn't have supreme power to make the cuts, and it requires bipartisan support. While Republicans would rather fund the military for things it doesn't want, and allow tax cuts for business in the hope that "trickle down economics" will work for once... They would rather cut education and other basic staples of life..... And the democrats want quite the opposite... Neither party is willing to compromise, and when the do compromise- nothing changes.

Okay, but you can't just reduce everything across the board. Something simply need more spending. For example, the infrastructure of the US is largely on the verge of failing, something unthinkable in a modern 1st World Country. Other thing ensure that basic commodities (such as water) are available for basic survival. Education is terrible in the US (primary and secondary) and can largely be attributed to a lack of investment. Even tertiary education, now almost a requirement for a decent career (though 1st-rate) is simply unobtainable for large swaths of the population-even with the current federal aid programmes-or it leaves students with large amounts of debt. Yes, something need to be cut back on or better regulated/better spent...But not across the board
