Without friends, the game feels pretty lifeless. Bungie essentially conceded this when they said that day 1 reviews would be misleading. But there's no social component to aid with emergent in-game social activity, so for many, many players, it will remain lifeless.
Unlike essentially every other game with multiplayer, this game has no chat system outside of party chat. A key social feature that appears in literally every multiplayer game I've played is missing. This wasn't advertised anywhere, and it isn't explained or even alluded to in the game. How are players even supposed to know that they're getting a gimped experience, that they need to invite strangers to parties to interact? How do players even find out that it's an intentional design choice rather than a glitch?
Right now, it's pretty confusing if you jump in expecting to meet new people. If they aren't going to improve social components, there needs to at least be something that explains the situation to players.
Which of the above options should Bungie adopt? Personally, I think it's dishonest to change nothing. I'd like more social features, but if they aren't going to add anything, they should at least let the player know.
EDIT: If you don't think the game should even explain the party chat system to players, can you explain why? I can't imagine a single benefit to leaving players in the dark.

I think they should add an option in the settings menu. Proxy chat = Hear anyone you are near to as well as your team mates. Fireteam = As it is now, for those who Bunjie is worried will be scared off by the trash talkers. Just talk to team or party chat. No Chat = I think you can turn chat of anyway but it needs to be in the list. I spent ages just wondering around thinking my brand new turtle beach headset I bought just for this game where broken and I couldn't chat. If they really dont want to add full chat support, they should at least say something in the game to prevent players from wasting time trying to find out why chat doesn't work.
