For the most part, proximity chat was not needed with the local xbox chat option. I always quickly sent invites to those who appeared in my feed field and never had issues.
Second, proximity chat opens you up to a lot of good things, but also a lot of trolling. I respect Bungie for respecting that back in H2, there was video after video who used proximity chat to hurt the overall experience. As I said over ten years ago, "If you think abusing a game mechanic is going to slide the first time, good for you. But don't complain when it isn't implemented in another game in the future because of you abusing it."
All halo games which used it had abuse. All of them.
This game is about the experience of the user and opening up any doors of communication for abuse is counter productive to that end. It stinks and I hope it does get implemented in the future, but there's a reason why the age old saying remains true: It only takes the few to ruin a good thing for all.
