From a business standpoint no. Unless they could implement it in a way that the game could know both people playing bought the game.
If they did that though just as much people would complain about their friends not being able to split screen with them because they are too cheap to buy the game.
It's a lose lose for them, if they did it they would lose out on sales if they don't some fans will not like the game as much, in the end the best route for Bungie is to not implement it.

Why should both people have to pay for the game in order to to play split screen? That's like saying people should have to pay twice to play CoD, Borderlands, or really any game from every previous gen for the feature. It's dumb.

It isn't like saying that at all, that didn't even make sense. Why should they just throw in a mode that potentially just allows every second player to play their game for free right away? They spend all this time, hard work and money developing matchmaking technology to go on behind the scenes in this world that is always online. The game is designed from the ground up to meet your friends over the internet and play threw a story with a couple of them or explore with five of them. They gain nothing out of throwing in a split screen all they would get for their efforts are some people not buying the game just to play at their friends place. If they did it well after launch I could see some sort of benefit for them behind it but not at launch or early on.

And further, how many people do you know play a whole game in Split Screen? Do you think it's not fair for siblings and spouses play their family members games? Seriously?
