No, it is not. Free to play describes a game that is a free download and with no subscription fee, but which is monetized through microtransactions (such as Candy Crush).
Destiny is pay to play. The base game costs US$60 (suggested retail price), with expansion packs, map packs, and other digital items potentially costing extra in the future. In addition, like all other console games, Destiny requires an Xbox Live Gold or PlayStation Plus membership to access multiplayer game modes. There is no separate subscription fee above and beyond the normal Xbox Live Gold or PlayStation Plus subscription required to play Destiny.

Note that I do not work for Bungie or Activision (I'm just a community member like you), but my understanding is that yes, you will. The Vanguard Armory bonus applies to all Destiny preorders, regardless of platform or bundle. :-)

I'm pretty sure you can play Story and Explore without Xbox Gold or PS+, although you still need an internet connection. Fire-teams, Crucible, Strikes and Raids all require Xbox Gold or PS+.
