Hand Cannons Are Perfectly Fine
Just because you don't know how to use them doesn't mean the stats should be bumped up. If they are it'll become OP. Learn to use them and you won't have a problem.
If they get a buff the players who are already good with them will be completely unstoppable.

Now, if Hand Cannons had been designed as a back up weapon then they would be of use - but they are not designed to be a back up, there a PRIMARY weapon. I dont know about you guys - but the last gun on earth i would like to be shot with is a .44 Hand Cannon. I do think hand cannons will be better in PvE when we see higher level enemies with penalties (high impact weapons doing damage through sheilds) But in PVP (or atleased balanced PVP) there is no 'Logical reason' to chose a Hand cannon - unless your cannon fodder. Juat Saying !!!
