There aren't many devs who actually reply to feedback unless it's absolutely necessary for riot control. Most of the time, when they receive feedback, they look at whether or not it's constructive, then they read into it, then they test the feedback themselves in-game and make a call on their own. After a few days/weeks/months (depending on the dev) of bureaucracy and meetings, changes are made, or they are not.
