These two weapons seem to be the least balanced from what I've seen, a close range shot does way too much damage too easily, , it defeats the purpose of having another gun as long as you can scope in its a guaranteed 2 hit kill, sniper rifles should be a gun that shows your skill and accuracy at range, not an end all weapon that has no weaknesses, it should be balanced to do excellent at long range, decent and mid range and bad at close range. The shotgun, on the other hand, has less range than a throwing knife and just double jumping up and shooting someone right below you from above has diminishing damage, this is a serious issue. A shotgun's original design was shooting birds out of the sky, giving it such limited range is a joke, at the very least call it a blunderbuss if you're not going to change the range and damage on it.

While it seems intuitive to limit a shotgun's range to make it balanced, Bungie should have learned from some of its previous games (Halo 3) that ultranerfing shotguns (or maulers) has one significant downside: it makes them absolute camping weapons. The only viable way to use a shotguns that deal no damage past spitting range is to crouch off the radar and wait for someone to round a corner.
