Not compared to the titan's defender class. Not by a long shot. The defender drops a shield that gives him and his buddies who pass through shields. His melee if killing a person grants him a shield. That one can be modified to charge continually AND have even more resistance to damage. Plus the standard armor passives and the ability to make his super charge more often he gets shields more often.
He also can supress other supers with a grenade. So no. Any class can be some what tanky. But the titan is the king of it.

Healing is good for prolonged periods of time. But in short instances like PvP not a chance. The titan will be able to block spike damage better then a warlock could ever do. If we are speaking PvE they would both be tanky but in different areas and both would be useful. If the warlock could heal himself and team mates at the same time that would help. But as far as PvP goes the titan defender still out tanks a warlock. And it's all because titans can tank more damage instantly and survive. Your warlock can't. Over the length of the match if you pick and choose your scraps then yes you can be tanky.

The titan takes 20% damages from his opponit because he had a auto rifle . The warlock shoots the his opponent and finished him with a grenade after he ducks into cover he takes 65% damage .Because the grenade activated life steal and energy drain he gains 50% of his health back ( in guessing the numbers low here, I think the number will be between 55-75% healing Per target killed. ) This puts the warlock at 95% health and the titan at 80%. If you train a warlock super far into strenth his emery drain and grenades will be up almost instantly (people were getting it down to 6 second even without perks into it) The titan will be a good tank. I just feel in long expanded fights heal tanking it better

Except this isn't an mmorpg like that. Builds don't win firefights. Player skill does

I can see how in certain situations the warlock could win. But it entirely depends on a lot of things. Firstly if this titan manages to hit you with a suppress nade the fight is over. None of your abilities will work. Secondly If the titan has the bonus shield going with my set up you get your health back. But you have no way of knowing how much damage you did to his shields. Which i should mention in your story about him taking cover his shields would be charging back up thus making the damage you gave possibly not matter.
