It's unfair by construction. Activision invited Microsoft and Sony to throw massive amounts of cash at them in exchange for deliberately making it unfair. Same thing with most AAA releases nowadays, whether it be timed exclusives for systems (e.g. Destiny, CoD) or pre-order bonuses from different retailers. Sony want the PS4 to be the place gamers truly think of as the 'home of Destiny', thus they threw more money at Activision than Microsoft did. Either way, nothing to do with Bungie, who don't actually have any control over this kind of distribution partner stuff.
