+1. Able to skip after you've viewed them and all videos in a menu somewhere incase you accidentally skip one.

This is the best idea for cut scenes. I wouldnt make it skippable until you've at least seen it once.

I agree completely. Although I'm not sure if they should be skippable after viewing once or once per character, vs being skippable from the start. I like going back to cut scenes occasionally so being able to access them from a menu would be nice vs hang out for 15 minutes I want to show you the cutscene at the end of this mission.
