The overall atmosphere of the game is compelling and the city feels alive and bustling with activity. Story is a little cliche but the missions are varied enough to keep you interested. Just a fair warning; driving vehicles is very frustrating in this game. Weapons have a nice punchy feel to them, but most of the time it's better to use stealth.
The most thrilling part of the game has to be the high-speed vehicular pursuits and hacking the environment to impede whoever is chasing you. For that priced I'd say it's worth it. Once I beat it however I had no desire to go back and complete any of the side missions and it felt as if I had overstayed my welcome in Chicago.

^This. Watch Dogs was a blast for the first play through, but I'd recommend renting it. You're not going to want to go back after the first playthrough.
