I don't think these, like the similar accounts that post to the forums, really are bots. It's likely they are real people posting who have been contracted by someone else/some other group to advertise their crap and scam people.
My rationale is the following:
1) Writing a bot that's external to where it's operating already requires a bit knowledge;
2) Writing an external bot for bungie.net is not as easy as it would be for other sites because of certain protections in place; and
3) If it really were a bot, a number of people reporting getting these messages would probably be [i]much[/i] higher.

For No.3, i think just about everyone in the flood has reported occurrences of these bots

Btw, you were correct, at least "victoria savage" isn't a bot, the account actually spoke to me directly in a thread, a rare occurrence, the acc claims they are paying Bungie to advertise via PM, but i suspect that is total BS
