It's not that easy, they can't just instantaneously port to PC it would take a lot of time and money. Yeah it sucks for PC gamers that they will miss out on Destiny for the foreseeable future but that's the reality of things. Not every system gets every game and there are plenty of PC games that console players will never experience but it's something you have to deal with.

These console studios have access to console dev kits with which they may test their builds at different stages of the process. The target platform determines a lot about the process. Libraries to include, resources available, hardware abstraction... blah blah blah. You don't care about that stuff. Uncle Digi knows. I won't explain it and turn this post into a novel, but please know that it isn't as easy as hitting a checkbox.
