I don't think they want colors for the mood they're going for. First off, it's England. England almost always looks that depressing in real life. Secondly, having bright colors wouldn't make sense for the dark, scary, apocalyptic vibe they're going for. Thirdly, I'm pretty sure they're going for realism with their graphical style. Real life isn't very colorful. I mean, have you seem places like Chicago, Los Angeles, and New York? All gray and depressing.

Not to mention this game takes place before neon lights existed, so imagine New York City right now without any neon lights and modern advertisements. That's what The Order 1886's color palette should look like.

The city looks really really gray without sunshine. Perhaps not as dark as The Order, but really gray nonetheless.

Therefore it's not on a case-to-case basis. The only thing I've seen exaggerated from their depiction is the contrast, but the sky is spot-on.

Where exactly are you in England? The only places I can think of that DON'T look gray and depressing are un-urbanized areas. Areas that still have a lot of nature around them.

Have you ever actually been to those cities? In both Chicago and LA the downtown, heart of city is vibrant with color and life. Not colorful buildings mind you, but: billboards, trees etc add plenty of color and lively vibrance. Don't get me going on Beverly Hills and Santa Monica... Stop basing the whole city off of the one picture of a ghetto you saw.

Also, I was referring to the eternal smog that usually covers the skies of the city, and the buildings themselves.

The smog is only bad when you're in the valley. The coastal part of LA, it is hardly noticeable.
