Saying $700 is pointless. You can't get $700 worth of parts for £400 because we get charged more for the parts in Britbongland.

Your best bet is an AMD APU.

Now I'm only a hybrid with a laptop, but what does the APU cover? Is that the CPU and a bit and does it still require a Graphics card as well? <.<
-
An APU is both a CPU and a GPU. No dedicated GPU is required. If he ever upgrades and gets a dedicated GPU in he future, he can run the APU's graphics processor in CrossfireX with an (AMD only) GPU.
-
Oh right, that's cool. Thanks, I'll take a look at them then. Any models come to mind as being particularly good?
-
AMD's new Kaveri APU series are pretty good. Though I'm not sure how much they cost. Look up LinusTechTips on YouTube and he should have some videos on his channel(s).

Thanks :D

Don't forget that when buying RAM, make sure it's clocked at 1600 as the minimum. Make sure you get 8GB too. G.Skill is a good brand that is relatively cheap and reliable.
-
Needs moar deditated wam. And of course, 8GB was what I was thinking anyway since it's the new basic standard now <.<

But for £400, he could just get. PS4 and some games.

Depends.
