Murder is legally defined as "unlawful culpable homicide".
Soldiers killing each other, while homicide, is not unlawful.

If they kill a civilian, I think they go to whatever country they are in's court, I don't remember.

Well... why it would it be unlawful? After all, it's governments that make the laws and they're not exactly going to punish their own soldiers for... soldiering. As for killing civilians, that's probably different. Certainly, soldiers aren't allowed to go around killing their own civilians. When it's other civilians it must depend on rules of war and whatnot.
