I remeber the last time that happened and my wife and I thought it was dumb to dump it. They're open reservoirs in the middle of Mt. Tabor park (a very popular park in Portland) and while the water is fresh from the mountains via the Bull Run it is still untreated water while in the reservoirs. Ducks swim, pee, and poop in it all of the time. Mosquitos and frogs can lay eggs and though it's got a fancy iron fence around it nature is pretty much free to do whatever it wants in the reservoirs. The water gets treated after that point and then sent to the homes and businesses. It's been made into a big deal because the guy got caught. Also made into a bigger deal than necessary becasue the city wants to replace the reservoirs but a majority of thr citizens (myself included) like them. They are a beatiful fixture in the park and have provided great water (post treatment) for decades but the city wants to spend unnecessary tax money on new reservoirs that the citizens don't really want. So anything that reflects poorly on the current reservoirs will be made into a bigger deal by the city. Bleh.
